IMPORTANT. SECRET. My telegram of November 8th, No. 194. Soviet Government gratefully accept offer of S.S. Montcalm. They ask for Canadian crew if possible, and wish to know when she will sail and approximate date of her arrival at Archangel, terms of payment being negotiated later.

2. His Majesty’s Ambassador at Kuibyshev suggests best course would be for all payments by Soviet Government to be made direct to the Canadian Government, and for the Canadian Government, if they agree, to submit their terms for a time charter, crew to be provided and paid by them.

3. In view of urgency, should be grateful for very early reply.
