MOST SECRET. Your telegram No. 178 of October 11th. Canadian Government will be glad to facilitate arrangements for the sale of Canadian wheat to Russia and to learn what arrangements were made to buy the 40,000 tons of Canadian wheat in bags which the Ministry of Food proposed to purchase as first installment. Will purchases for Russian requirements be handled by United Kingdom Ministry of Food as a special account or will they be made by Amtorg? Purchase by latter might simplify payment procedure.
